Corporate

Jeff Fang, PhD

Chairman

Jeff has Over 25 years of experience in industry, academia, and in the founding and operation of start-up technology companies. He began his career as a system analyst at Atlantic Richfield Company and then joined AT&T Bell Laboratories where he contributed to the development of digital switching systems. Jeff received his Ph.D. degree in Computer Science from Illinois Institute of Technology in 1981.

In 1983, Jeff founded UTEK, Inc., a computer consulting company, which quickly established itself as a premier consulting firm specializing in the telecommunication industry. In 1999, UTEK was providing consulting services on a national basis from five strategic US locations. UTEK was eventually acquired by MPS Group, a NYSE public traded company, in that year.

In 2000, Jeff founded CIeNET International, a software development and testing outsourcing company. Over the years, CIeNET International, along with its subsidiary CIeNET Technologies (Beijing), have become one of the leading communications and enterprise software offshore outsourcing and solutions company in the world. Jeff has been active in the minority and Chinese-American communities on both professional and social levels in the US. He served on the Steering Committee of the Chicago Minority Business Development Council (1994-1999) and was a board member from 1997 through 1999.

Howard S.Yang, PhD

General Manager

Howard has over 25 years of experience in the software development and outsourcing. After receiving his PhD. in Computer Science from the University of Connecticut in 1980, Howard began a 20 year career at AT&T Information System/AT&T Bell Labs/Lucent Technologies. As the R&D Managing Director for Bell Labs China, Howard helped establish the Communication Software Development Center in Beijing and oversaw its rapid growth. He had overall P&L responsibility for six separate telecommunication product development initiatives outsourced to China.

Howard joined CIeNET as the Asia General Manager in 2001. Under his management, CIeNET China operation has experienced tremendous revenue and headcount growth including over 40% average annual sales increase for the past 5 years. He is responsible for the daily operations of CIeNET Technologies including strategic planning, administration, business development, and customer relations. He has a unique understanding of China and an innate ability to relate with local engineers to help facilitate and foster a corporate culture that is built around people.

Julian Chen, PhD

Deputy General Manager

Mr. Julian Chen received his Masters and PhD. from Northwestern University in Computer Science. Prior to joining CIeNET, Mr. Chen spent 15 years working for Lucent Technologies / AT&T Bell Laboratories in North America and Asia/Pacific regions. His previous responsibilities included leading software development teams of 30+ engineers across three different cities and two continents, and working with multiple vendors and customers on an $80 million revenue vendor switch configuration management system.

Mr. Chen is the Managing Director for the R&D and Engineering Divisions of CIeNET Technologies in addition to his responsibilities as the Deputy General Manager. He is responsible for managing and growing the Mobile Device project team to exceed 320 engineers and also for seizing new business opportunities with US, Japanese, and European companies. Mr. Chen brings extensive experience in system engineering, system development, and marketing in the telecommunication industry.

Michael Yuan

Vice President, Corporate and Market Development

Michael is an accomplished international business and technology leader with over 20 years of experience in propelling organizations to exceptional levels of performance and profitability through business development and global expansion. He specializes in providing business solutions to meet the changing needs of Fortune 500 businesses including AT&T, Lucent Technologies, Blue Cross Blue Shield, GE, IBM, Motorola as well as pre-IPO companies and city and state agencies.

Over the years, Michael supported many large-scale, global system implementations using technologies including Enterprise Application Integrations (EAI), middleware, e-Commerce, Web portal services, content management, and broadband wireless technologies with projects spanning North America, Asia, Europe, and the Middle East.

In his career, Michael served in senior management positions for companies including UTEK, Idea Integration, Softscape, PAC Mobile, and CIeNET. Michael’s professional experience is complemented by an MBA degree from Kellogg Graduate School of Management, Northwestern University and a MS degree in Computer Science from Illinois Institute of Technology.

Dong Fengjun

Director of Human Resource Departments

Mr. Dong Fengjun joined CIeNET in 2001. Previously, he served as a project manager at Lucent Technologies for five years. Prior to Lucent, he was the Deputy Manager of Project Management Department at Beijing Construction Bureau of Telecommunications. He graduated from Beijing University of Post and Telecommunications with a degree in Telecommunication Engineering and earned his Executive MBA from Tsinghua University in 2006 with a directional focus on Resource Management. Mr. Dong has 16 years experience in engineering and management in the telecommunication industry and has been recognized eight times with an Excellence Award for his dedication and hard work. He has been influential in developing a vibrant and energetic recruiting team to help CIeNET grow with the most talented engineers available in China.

I-Hsun Wan Jan

Deputy General Manager

Ms. I-Hsun Wan Jan is Deputy General Manager and the CIeNET site manager for Hangzhou, Shanghai, Chengdu and Nanjing. Upon receiving a Master’s degree in Computer Science from University of Missouri, Ms. Jan has accumulated over 20 years of R&D development and management experience in Telecommunication arena at AT&T/Lucent Switching Systems Division, Armillaire Technologies Soft Switch System and CIeNET. She led teams between 15 to 300 people across multiple locations spanning product front-end planning, development, system integration, system verification, current engineering and customer technical support for large-scale telecommunication systems. As the Director for China & Japan 5ESS Customer Technical Support organization, Ms. Jan supported China customers for two years. Ms. Jan joined CIeNET in 2007 and she has been building up and developing CIeNET teams at HZ, SH, CD and NJ sites where she is responsible for daily operations, project management, business development and customer relations.I-Hsun Wan Jan
